We combine three decades of digital learning expertise with a dedicated development team to deliver enterprise-quality solutions at accessible prices.
LearnFrame was founded on a simple observation: most organisations know they need better digital learning, but they don't know where to start, they can't afford the big agencies, and they don't have the in-house expertise to do it themselves.
We bridge that gap. Strategic direction from Dublin, expert execution from our established development team. The result is enterprise-quality instructional design and content production at 40–60% less than comparable Irish or UK agencies — not a compromise on quality, a structural advantage we've built deliberately.
We work with scaling companies, professional institutes, training businesses, and education organisations across Ireland and the UK. Whether you need a single compliance programme built before a deadline or a fractional executive to lead your entire digital learning strategy, we have the experience and the team to deliver.
The corporate learning industry is a $360 billion market. Yet only 27% of companies feel they're building the skills they need. Most eLearning is still page-turner courses that people click through to tick a box. That's not a technology problem — it's a learning design problem. And it's a leadership problem.
We believe you don't need to throw away everything you've built to do better. You need a pragmatic evolution — one that respects your existing investments while unlocking what's now possible with modern approaches and AI-enabled tools.
Paul has been building digital learning since the 1990s — back when the industry was figuring out how to make CBT work on terminals with no RAM for video. He started at CBT Systems/SmartForce, setting up international development teams in South Africa and Barbados and producing 200+ award-winning titles.
Since then, he's founded and scaled a digital learning company, built and managed teams across three continents, and delivered over 2,000 hours of eLearning content. Most recently, as CPO at the Corporate Governance Institute, he modernised both the content offering and the membership ecosystem — the kind of strategic transformation that professional institutes across Ireland are now beginning to consider.
Today, Paul leads LearnFrame from Dublin, combining hands-on client work with fractional executive roles for digital learning businesses that need senior strategic leadership without the full-time hire.
Paul is deeply passionate about the role AI is playing — and will play — in reshaping every aspect of digital learning. Not the hype. The practical reality of what AI means for how organisations build content, deliver it, personalise the learner experience, and measure whether it's actually working.
From AI-integrated learning journeys and adaptive assessment to automated content production and intelligent learner analytics, Paul sees AI as the most significant shift in the industry since the move from classroom to digital. His approach is characteristically pragmatic: start with what's real, prove it works, and scale from there. No evangelism. No PowerPoint futurism. Just the discipline of making the technology serve the learning.
